It was quite easy for me, I sent via registered and sent IRCs like he says.
1 IRC is good for 7 cards and he can put 3 QSO/card. About 8 week turn. Had
a lot of QSOs sent 12 IRCs.
Have seen some come via the W8 bureau. Maybe a mail problem on your end ?
Use good quality envelopes/ no call signs / print using laser or IJ /
ect...
