[Dx-qsl] OK to send QSL's to Europe in August

I've heard that Europe shuts down for holiday in August.  Do Europeans
typically receive their mail in August, or have they gone to a resort
somewhere?

Europe is not one country !!  Each as it's own traditions and regulations.

Besides no country shuts down !!
