[Dx-qsl] Route for 7P8HH

Hi,
 In 1997, I worked 7P8HH and  for some reason did not send a  QSL at 
that  time. QRZ.com has  Horst's address as  HORST HUHNLEIN,P.O. BOX 
1172, MASERU, LESOTHO.
 Is that a valid address? What is appropriate, 1 or 2 IRCs or greenstamps.
  Has anyone exchanged QSLs with  Horst  recently?
