[Dx-qsl] IRC's question

The Postal online manual at:

http://pe.usps.com/text/imm/immc3_025.htm

describes IRCs....the paragraph to stick under the nose of any worker  
who says otherwise is 372.2 "Availability" that says:

"The coupons should be stocked at Post Office Facilities that have a  
demand for them."

You demand...they're supposed to stock.  If they say no then just  
work up the chain until you find an adult who can give you the right  
answer.
