[Dx-qsl] Deleted entry question

If the contacts occurred within the applicable dates, you should list  
both (I have 3 "Germany" credits, two of them deleted).  Russia still  
counts as two countries, European Russia and Asiatic Russia.  The  
other former USSR entities were also counted before the Soviet Union  
breakup.  Some formerly Yugoslavia prefixes have gone to the newer  
countries (4O = Montenegro).
