[Dx-qsl] QSLs to Chad

I worked TT8HA a couple weeks back - my first TT8 in close to 20 years.

Hans' QSL info is listed as direct to the address in Chad.  I can't imagine that this is going to be an easy QSL.  Should I probably assume that a greenstamp or two will be safest on this one?  

To prevent theft, I'm probably going to have this envelope "metered" to avoid stamp collectors in Chad....
