DL (August 2006) before that. Available in all POs  or visit
www.royalmail.com and follow links to "overseas mail" and then "surface 
mail".
For letters outside Europe.
And Small Packets & Printed Papers to all destinations.
As far as I know this service has always been available!

The list I have does NOT mention RoW Surface as being available -
merely to Europe at the price quoted.

I am making enquiries on this - but nobody seems to know [typical
