Many Latin American DXers use mail forwarding services based in or
near Miami because their local postal systems are so inefficient or
corrupt.  Due to these deficiencies in local mail services this has
become a big business for some Miami area entrepreneurs. The main
users are businessmen who require secure correspondence as a part of
doing business.  The operations are similar to Mail Boxes Etc and
similar services.

The mail is received in Miami and transferred to the country of
destination by secure air pouch.  These services are not free so their
expense has to be factored into the cost of QSLing.

And they are generally one-way, so the return card is mailed in the
country of destination, although some DXers wait until their next
visit to the USA before mailing the replies, or have friends or
relatives who are travelling to the USA take their outgoing mail along
with them.
