Because the P5 central government never said they DIDN'T want the P5s 
running. The Yemen central government DID say that about 7O1YGF, when 
they found out.

Probably the best example of non-governmental licensing is 3V8BB, 
which for a long time was the only Tunisian station, and was (is?) 
authorized by the Scouts or some similar youth organization.
