I do not send IBRS (International Business Reply Service) mail to ham
ops because it will confuse many of them, though I feel nothing against
the service itself.

An IRC costs JPY150 or USD1.25 here.  Each received IRC can be exchanged
to JPY130 stamps (NOTE: for stamps only).  Sending an IRC to Germany is
much cheaper than sending currencies that cover the cost of EUR1.70 or
JPY272(!), so I almost always send an IRC to DL QSL managers.
