I also got a packet a couple days ago from a Russian QSL service, but at
least he included the postage.
I'm sure I'll get flamed for not sending the whole UA packet airmail,
but I receive enough airmail cards without anything, no envelope or
postage. With the $1 or $2 changing in value almost daily I'm sure I
occasionally might send a few cents, centavos, etc. less than the
postqage for a card I need, but I at least try to pay for it at the time.
From a number of JA stations I've gotten an envelope, not sure if it
was issued by the Japanese Postal System or whoever, indicating that if
it was "mailed to Japan" then the airmail postage is prepaid. Looked
similar to what we in the states call "business reply mail" where the
receiver of the card, letter, etc. pays the postage plus a service
charge. But for business reply mail here you have to have a permit from
the U.S. Postal System.
