Kostas,
We regularly send QSLs to SV bureau in Athens.
Not only from VE3, but from all VE provinces
and territories. We have to do some cost
containment management, and sending pattern may be
a bit slower than you expect.
We do our best to match the incoming pattern, if
we get the feedback from other bureaus. The bureau
I manage is the only RAC bureau in Canada that sends
QSL cards. All others are RX only.
Similarly, all W bureaus are equal in that they are
RX only. The only US bureau that sends QSLs out is
ARRL Outgoing QSL bureau, and sending pattern only
depends on individuals, not on particular call area.

I believe that UA bureau is working ok last years. I get many many cards
from UA. Some delay only with ua2. Many usa stations don't use their
bureau
but the bureau especially for w3 work ok and fast. I have delay with w7.
The
strange think for me is VE bureau. Last 5 years i got cards only from
ve3
(fast and good) and just before 2 months i got cards from some other
canadian prefixes. Especially the west cost of Canada send cards more
rare
than we can listen here (hi hi)
