[Dx-qsl] KP1 and KP5

Not sure where I might get any information about this but maybe someone 
reading this can help.

Last year there was a plee to US Amateurs to petition their Senators (I 
think) to get permission for Navassa & Desecho to be opened for Amateurs to 
once again operate from it.  I seem to remember shortly after this someone 
did attempt to do it but there was a problem.  Since then I have not heard 
anything about it.

Anyone here able to give an update ??
