[Dx-qsl] SASE not always the way

IT9DAA, the QSL manager for YX5IOTA (among others)also
makes a point of "no SASE, no stamps", but does want a
SAE and $2 (outside Europe).  I had the I-stamps on
hand, but did send him his d'ed SAE and $2, but whats
the deal?  Grmph!
