[Dx-qsl] Cutoff date for Challenge Submissions

I looked on the ARRL web site and didn't see anything about a cutoff 
date but I sort of remember hearing someone here mentioning that 
there was a cutoff date for the next yearly list published.  I am 
debating when to send off the YU6 and KH8S cards and a bunch of others.
