The USPS should only redeem US-purchased IRCs from the original purchaser 
(372.3(a)) and then only for one cent less than the original purchase 
price.  I guess I could have argued that I was the original purchaser of 
about a dozen IRCs going back to 1987 from post offices scattered all over 
the country, but I didn't feel like embarrassing myself for a couple of bucks.
