[Dx-qsl] Redeeming IRCs at US post offices

This type of situation is precisely why I don't like sending IRCs
unless a DX station specifically asks for them. Can you imagine a
small village's post office in rural Outer Slobovia trying to grasp
the subtleties of IRCs? I'm not talking about big DXpeditions or
big-time QSL managers here; rather DX little pistols who don't see
much QSL action during the course of a year.
