[Dx-qsl] Re IRCs

Chaps

The new IRCs will be first issued on 1st July 2006.

There is still a question mark (in my mind at least) over the future 
status of the old "yellow" IRCs that I am trying to clarify with the 
Royal Mail, as the UPU seem to be saying they will continue to be valid.
