[Dx-qsl] Japan Post announced new IRC will NOT be available until September 2006

Japan Post announced on June 20, 2006 that they would sell the current
(2002 version) IRC until August 31, 2006 due to the UPU's decision.
The new IRC will be sold from September 1, 2006.
