After receiving a few direct queries on this topic, I'll post
this to the list so that others may have the information I am
sending out to some list members directly.
The USPS International Mail Manual, which covers a lot more than
just IRCs, is at:

Specifically for the section with IRCs:

Scroll down to the section "372 International Reply Coupons".
If you also want the postal bulletin that announced the latest
change in IRC redemption policy, I have that extract at:

Look for the file which has the file name starting with 20061109
for that. The other file at that location instructed post offices
not to sell the IRCs expiring in 2006 after 1 September 2006.
Again, those PDFs are on free Geocities web space - e-mail me
directly if you have difficulties in accessing that link.
USPS Postal Bulletins, which are issued every 2 weeks, are
available in PDF and HTML formats from:
