[Dx-qsl] Redeeming IRCs - what US postal bulletin do I take with me?

There has been a lot of traffic about IRCs but I went through the dx-qsl and
dx-chat reflector archives and could not find the article I needed.

Someone posted a link to a .PDF file which contained information to help a
window clerk process/redeem IRCs (I only have the large ones expiring 1/2007 to
redeem).

Could someone please send me that URL?  I printed out part of Handbook F-1
(section 426.9) but that looks more like back-office stuff, nothing that would
help a window clerk.
