Foreign-purchased small IRCs are redeemable in the US for
$0.84. USA-purchased small IRCs are only redeemable in the US by the
original purchaser for one cent less than the face purchase value.
If your small IRCs are round-stamped as being purchased in a foreign
country, you should get $0.84 for them. Those that are round-stamped as
being purchased in the USA, you should get one cent less than their
original purchase price if you can convince the US Post Office you were the
original purchaser.
