[Dx-qsl] Unstamped IRCs

Folks today I cashed in 121 large style IRCs at local post office.  I had a copy of the IMM with me.
   
  No problems -- $.84  for each one.
   
  On the small style there was a question of how much to cash them for.  THe supervisor was not in so I will wait till next week for her.  There is nothing to indicate the smaller style  dated pre 2000 date to expire.   Clerk wanted to pay me one cent less the stamp value which in some cases was $1.05.  I was not gonna argue but she felt she should wait on the supervisor so I will return next week.  I have at least 75 of those IRCs.
   
  So to answer the question if I had any problems the answer is NO.  Just need to resolve the old style ones.......  
   
  If these older style were good for other countries to redeem I would keep them. Needless to say I have a lot of qsling to do in a quick timeframe.
   
  BY the WAY   I have  direct mailed and/or  BURO mailed  about 1000  ZY0K cards out from 2004 to try to end that operation.......   hopefully there will be some very happy HAMS getting a XMAS present for  15/20/30/17/25 bands in the mail very soon.

The printed name of the issuing country is sufficient for redemption in the US.

b. Under Universal Postal Union's regulations member countries are not 
required to place a control stamp or postmark on the international reply 
coupons that they sell. Therefore some foreign issue reply coupons which 
are tendered for redemption may bear the name of the issuing country 
(generally in French) rather than the optional control stamp or postmark. 
Such coupons are exchangeable for U.S. postage as specified in 372.3
