In this connection it always pays to check the Service Updates on the
USPS web site at http://www.usps.com/global/serviceupdates.htm#H42

The ARRL outgoing bureau recently had  boxes they sent to the Uruguay
bureau  returned by the USPS because surface mail service to Uruguay
has been suspended.  If you got cards you sent to CX stations
returned to you from the regional ARRL incoming bureaus, that's why.
