[Dx-qsl] duplicate bureau cards

Several times in the past I have received an empty, ripped envelope from
the W6 Buro (they have now corrected the problem). Based on the postage
on the envelope I could assume there were 50 or more cards lost. And
that is via the USPS. How much more of a chance of that happening in
some foreign countries? If a reasonable amount of time has passed I
would certainly QSL a 2nd time.
