Fred,

This is well known fact. I categorize the bureaus as follows:


1. Still functionig QSL bureaus

2. Rx only

3. Disfunctional (no funds for the PO BOX, or no distribution)

4. Closed.



Even the category one is reducing the level of service, trying to 
contain costs. The frequency of sending is being reduced in favour 
of larger, less frequent packets.

A press release by the IARU Administrative Council, which has just
concluded a meeting in India, includes the following statement:

"In additional actions, the Administrative Council...  discussed
problems facing QSL bureaus operated by IARU member-societies,
recognizing that the cost of forwarding of QSL cards is substantial for
some member-societies."
