[Dx-qsl] IARU Administrative Council re QSL Bureaus

A press release by the IARU Administrative Council, which has just
concluded a meeting in India, includes the following statement:

"In additional actions, the Administrative Council...  discussed
problems facing QSL bureaus operated by IARU member-societies,
recognizing that the cost of forwarding of QSL cards is substantial
for some member-societies."
