My own opinion on the matter is that if you want the other guys card then
send your GS's and/or SAE or SASE. Maybe even send an extra GS as a Thank
You to the mgr.
But then it makes me wonder. If I get someone else's QSL via my buro asking
me to PSE QSL, and I reply via the ARRL outgoing buro, and if that person
uses a QSL Mgr, will that mgr be burdened to get it to back to the person
who sent it to me in the first place?
