As a QSL manager, I've done this for the stations that are no longer active. I transcribed
thousands of qso's into a .adi file and then applied for the certificates for these
callsigns.
They are subquently forever available on LoTW.
The stations I manage that are currently active do send me their .adi files. This is easy.
I'm currently helping a fellow manager transcribe megathousands of contest logs.
This is the hard part.
Anyone, even a blind wino can convert computer logs to .adi and upload them.
The hard part and the single issue that is limiting the growth of LoTW is that MANY hams
still are unable to computer log and don't have the internet available.
There are still managers that only have paper logs for their stations.
What we need is a core of touch typists with good eyesight to volunteer to transcribe
these logs.
I can usually punch out about 400-600 qso's while watching my baseball, football,
basketball team loose another game. (Obviously I'm a Chicago Fan)
There are a couple of qso entry programs now available that speed up the process.
So maybe the ARRL or GoList can develop a list of volunteers.
Obviously the volunteers would require integrity, fortitude, and 20/20 vision....<wink>
