[Dx-qsl] lotw qsl counter

this question is a little weird, so i'll try to be as clear as  possible.
 
a few days ago, i had noted the last qsl received and the count  given on the 
lotw website (2981).  since then, 12 qsls were received, but  the count only 
increased to 2988.  i have noticed this just about everytime  i get new qsls.  
the count doesn't seem to track to the qsls added to the  top of my list.
 
has anyone else noticed this?  or am i missing  something?
