ER4DX QSLed just fine for me via the bureau.  This suggests to me that he's
not dishonest, but that there continues to be a significant mail theft
problem there.  The League seems to know ways to get bureau shipments
through safely.  And it's a lot cheaper !  I also have bureau QSLs (many
unsolicited)  from ER1BAF, ER1CW, ER1LW, ER1LZ, ER1OO, ER2GR, ER3CT, ER3KS,
ER3R, ER3ZZ, ER5DX, ER5OK, ER6A, ER7A, ER7HQ, ER7N, ER7Z
