1 IRC is good enough.
We don't need 2 IRCs for just replying via air mail to the world.

Regarding to the Green Stamps, we have 3 types of air mail fees
as follows. (Calculated as US$1 = JPY 120)

1) JA to Asia (except Middle East)
     JPY 90 (nearly equal to US$0.75)

2) JA to OC, Middle East, NA, adn EU
     JPY 110 (nearly equal to US$0.92)

3) JA to AF and SA
     JPY 130 (nearly equal to US$1.09)

US$1 is good enough for 1) and 2) "NOW".

However, we sometimes needed and will need US$2 when
the US$ - JPY rate was/will be different,
