You are right, Peter.

FYI JARL annual membership fee for a licensed radio amateur is JPY 7200
(including the bureau subscription for the primary callsign).  For
non-amateurs (SWLs) the fee is JPY 3600.  Recent disputes between JARL
members paying for additional callsigns reveal that JARL HQ treats each
additional-callsign subscrition for QSL transfer *equivalent to an SWL*,
since each additional callsign was internally converted to an SWL
number.

I only subscribe the JARL bureau service for my primary callsign JJ1BDX
(including JJ1BDX/{0123456789} and JJ1BDX/JD1), BTW.
