then there is the 'floating currency' value of ircs.  at one time i managed a 
large caribbean station, often used in contests (and the op was quite active 
himself).  i NEVER exchanged ircs at our post office.  i either sold them 
(under face value, over cost of airmail stamp) or used them for outgoing requests. 
 i would imagine most managers do this and i still do it today for my 
personal stuff.   the only danger in this is keeping them too long and having them 
expire (the hot potato syndrome). 

i would be interested in seeing how much ircs **COST** in other countries 
versus what they are redeemable for.  in the USA there is what i consider a huge 
gap between their $1.75 cost and .80 redemption value.  


and while i'm at it, a secret about unstamped ircs.  the new ones don't 
require an issuing-office stamp, but the old ones did.  i had a rubber stamp made 
with some official looking jibberish and used that to validate any unstamped 
one i received.  took one to a post office (not my usual one) and they didn't 
give it a second glance.  after all, it WAS stamped.
