THe only 'issue' here that needs to be dealt with is that, unlike the US (or like the US if you consider Canada and Mexico, which have a lower airmail rate)...some countries have multiple airmail rates depending on 'zones' or, roughly, distance from the origin of mailing.  In some cases, the post simply gives you the LOWEST of the airmail rates, thus the need for more than one IRC.

You can argue this, but in some places, that's the interpretation.  And having cashed in a LARGE quantity of IRCs in my life, I can tell you that whatever is written on the IRC, and in the 'rule book' doesn't matter........if the person taking them from you interprets it differently.  Thus, I sell them thru the ham groups......exchanging these things is generally a pain in the.....
