This thread comes up every 6 months.
The bottom line is:
Interpretations vary with the postal service doing the interpretation.
Interpretations vary from between local postal employees.
DX stations may need that extra little bit to offset the expense of qsl cards, envelopes,
and the travel to a postal station.
I maintain this list with info given to me by hams operating in the country they are
reporting on.
Occasionally I get conflicting data from more than one station in a country.
One possible reason is the widely fluctuating value or the dollar.
Please take this into consideration as the data I have may be based on a currency
valuation that has changed since receipt of the data.

The simplest way to save money on your QSL'S, is for all stations to take part in LoTW.

In most cases, sending a bit more is better than sending too little.
