[Dx-qsl] 8P6SH via KU9C ??? (+ P40L)

KU9C seems to be a very picky QSL manager.  He has not sent out return
QSLs that I sent him over two years ago and when you do manage to
contact him, all he does is complain that you are bothering him and
delaying him from QSLing.  I even attempted to volunteer to help him
with his QSLing.  At that point he wouldn't even respond to my queries.
