[Dx-qsl] 4K5ZI, Snake Island (Which entity?)

Hi,
Can anyone tell me the correct entity for 4K5ZI, Snake Island?  Worked him on 20 July 1991.  QSL was via UC2AAA which is Belarus.  However the prefix is for Azerbaijan unless I'm mistaken.  Would like to comfirm it one way or another before I send it to ARRL.
