Sounds like me last year.  I received an envelope from the bureau ... that's 
right, just the envelope, no qsl's !!  The main flap was sealed at mailing, 
but the factory-sealed flap on the bottom of the envelope was open and the 
cards must have fallen out.  There was postage for TWO ounces of cards, so 
that was even more upsetting.  Thing is, I have no way of knowing which qsl's 
were in there to re-qsl.  But in the long run, one bureau mailing lost in 
over 20 years isn't bad.  73, Will WC6DX
