There are many entities on the DXCC list today that do not meet today's
criteria, but are considered  "grandfathered" because they made the list
under older criteria.

Thus the separate entity status of the components of the USSR prior to the
dissolution of said country.
Thus 4U1ITU, 4U1UN, CY9, CY0, KP5, and a bunch of others.  And because they
came into existance after the criteria changed, we have the curious (and
sometimes volatile) situation of 4U1ITU & 4U1UN counting as separate
entities, but 4U1WB and 4U1VIC count as their "host" entity.

And it cuts both ways.  The DXCC 2000 update/revamp has given us a few new
entities, thanks to the conversion from miles to kilometers, and the km
distances being "rounded" to more convenient numbers.  Thus Ducie Island,
the Marquessas (am I spelling that right?), and others that don't come to
mind off-hand.

In any event, if memory serves, the separate entity status for Desecheo came
about because it is not part of the territory of the Commonwealth of Puerto
Rico, but is separately administered by the US Government; most of the other
islands John mentioned off of PR are considered part of the Commonwealth.
Whether or not it would qualify TODAY as a separate entity is another matter
entirely.

Also, while I'm not sure exactly how KH5 Palmyra/Jarvis qualified as
entities (was it distance, or the fact that they were privately owned?  and
either way, were they ever considered part of the Territory / State of
Hawaii at any time in recent history?), I believe KH5K Kingman Reef
qualifies due to distance from Palmyra/Jarvis.  I'm sure if I'm wrong,
someone in the know will correct me! <g>

And here's a thought for you... Midway KH4 is a separate entity from Hawaii
KH6/7 because it is not part of the state (even though it's part of the
Hawaiian Islands geologically) but was under military jurisdiction.  KH7K
Kure Atoll is a separate entity because Midway separates it from Hawaii
(specifically the Pearl & Hermes Reef SE of Midway for one).  Now, Midway is
being transferred to the US Fish & Wildlife Service, so it's still Federal
and not part of the State.   But... if it ever DOES become part of Hawaii,
does that mean that not only Midway but Kure disappear as entities?

Is it maddening?  Sometimes.  Is it a little screwy?  Definitely.  Is it
fun?  Yup!

I guess for the same reason that 4U1ITU is-some sort
of separate administration question.  Same for CY9,
CY0, and a bunch of others.  Got the new National
Geographic magazine this past week, and it has a nice
map of the West Indies.  It is the first map I have
seen where I can actually find KP5.  Again, not sure
why that is a separate country, as it is fairly close
to Puerto Rico.  There are islands further away from
PR that don't count as separate counties.  I am
guessing that it is administered differently that KP4,
hence the country status.  Works for KH5K.  Glad I
have KP5 since it appears that no one will be going
there for awhile.
