I guess for the same reason that 4U1ITU is-some sort
of separate administration question.  Same for CY9,
CY0, and a bunch of others.  Got the new National
Geographic magazine this past week, and it has a nice
map of the West Indies.  It is the first map I have
seen where I can actually find KP5.  Again, not sure
why that is a separate country, as it is fairly close
to Puerto Rico.  There are islands further away from
PR that don't count as separate counties.  I am
guessing that it is administered differently that KP4,
hence the country status.  Works for KH5K.  Glad I
have KP5 since it appears that no one will be going
there for awhile.
