While I fully agree with Buzz's sentiments with respect to PY3ZM, the ARRL
does (at least did, as of last year) accept cards from him for HC2DX only.
This is what Bill Moore, NC1L, said in May 2002:

"We have received information from HC2DX, in writing, which states that
PY3ZM is his QSL Manager. Based on this information, DXCC is currently
accepting cards from HC2DX direct or via Michel Hamoniaux, PY3ZM. HC2DX is
the only station for which we accept PY3ZM QSLs."

I don't believe that this situation has changed in the last year.
