Try emailing at vq9la@yahoo.com  The FPO address that appears in www.qrz.com
appears to be the same one that is on his QSL card. Two possibilities: The
PO can't read or you may have misaddresed it, or two....he may have returned
to the USA. Email him first to see if he is still there and whether the
qrz.com address is still valid.
