Weren't they also involved in some 27MHz "Freeband" activity (legal where they were) that caused some issues as well?

   Yes it could be, though I dont know why they should take out their disdain 
on all the hams who worked them and especially those who worked them for a 
new country. 
   And that wouldnt excuse them from not answering everyone who did send them 
the SAE and the return postage. 
   We will see, they were a new one for me so I am hopeful they will count 
some day.
