Yes, it is so correct.

Read your deleted countries list again.  There is NO "West Germany" on it.  
The "Germany" that is on the deleted list is the Germany that existed before 
and during World War 2.  After Germany was divided into East & West Germany, 
the "old" Germany was deleted in accordance to the rule dealing with 
partition (like Czechoslovakia).  When East Germany crumbled and was absorbed 
into West Germany (Federal Republic of Germany), East Germany was deleted 
from the list and the Federal Republic of Germany (the original West Germany) 
REMAINED on the list.

The ARRL just didn't get to deleting the WW2 Germany until 1973.
