Afraid that not quite correct.  According to the ARRL DXCC LIST BOOKLET, 
Under delete entries are:
DA-DM(18) Germany      Looking under (18) is says: "DA-DM Only contacts made 
September 16,1973 and before count for this entity.  Contacts made Sept 17 
,1973 and after count as either FRG (DA-DL) or GDR (Y2-Y9)

 Then under DM, Y2-9 (19)  It says "Only contacts made from Sept 17,1973 and 
before count for this entity.  Contacts made Sept 17,1973 and after, count as 
either FRG or GDR.

So you have two deleted entries on the list,  West and East Germany, and one 
new one - Federal Republic of Germany"   

Who knows why it was done this way, makes no sense, but there she is.
