If QSL Bureau workers get paid then someone owes me 10 years' worth of back 
wages!  And there are guys in my club (NIDXA / the W9 Buro) who have been 
volunteering much longer than I have.  Like all volunteer jobs, this one 
usually ends up costing money.
Since I'm up on the soapbox, a few observations:
Cards take a very long time to come via the bureau.  Expect years, not 
months.  Last month I received some cards with QSO dates in 1992!  Not 
typical, but not that unusual.  
If you have changed call signs, make sure you keep envelopes on file for both 
calls for many years.  We don't get notified and we don't have e.s.p....a 
callsign change requires new envelopes at the bureau.  Ditto if you have 
moved.
The demise of the "Box 88" USSR bureau and the central YU bureau has reduced 
the overall volume of cards thru the system.  Cards from these countries do 
arrive, but not as regularly and not as many, especially the former Soviet 
Republics.  This is from my limited observations, other bureau workers may 
have a different view.
As for the W9 bureau, we have a web site that describes our operation and 
lists the volunteers responsible for sorting the individual letters
