Presumably LCRA is not dissolving due to numbers alone. It's the 
relationship between numbers and debt, with no solution in sight. 
PIARA, the Pitcairn Island Amateur Radio Association, whose IARU 
membership allowed Ducie Is. to become a separate DXCC Entity, has a 
tiny number of members for example. So far as I know, there's no 
specified minimum number for IARU membership.

(BTW, there's one more potential Ducie-type situation out there, 
though the parent IARU society would be even smaller than PIARA. But 
apparently, officers and members don't have to be permanent 
residents, just licensees. However, this topic belongs on another 
reflector at another time!).
