Ray,
I don't think you deserve any flames. You are not the DX operator, just
managing cards for him. I don't think that it is fair to ask you to spend
money out of pocket for cards that Bob has decided to decline.
Now it is unfortunate that Bob has made that decision, but I can understand
it.
There have always been, and there will always be, stations that decline to
use the bureau system. This isn't just a US problem with the ARRL bureaus,
but it happens overseas too.
And I have heard Bob in pileups, both in & out of contests, state Direct
Only to you, and state NOT via the Bureau. Just wish more DX that decline
to use the bureaus (for whatever reasons) would do so up front.

I am the QSL manager for 9K2ZZ and 9K9Z (contest call).
As per the DX station, I do not accept or answer cards for him via the
bureau.
He will not pay the postage and of course, neither will I.
If you don't like it, don't work him.
I answer all direct cards for him next day mail.
