Following just received on the Penn DX Bulletin.
I suggest all station NOT work the DX stations he is manager for, if you are
doing so for a QSL card. Lets put a stop to managers who either cant or wont
confirm by bureau. All it would take here, is for those station for which he
is the manager, to provide him the funds to send/receive from his buro.
After all, its them that want him to do their work for them, and they should
be the ones to provide the funding. Far too many such instances are cropping
up these days and it negates the usefulness of the buro system. Does anyone
have a list of these stations???

receive hundreds of QSLs via the QSL bureau. I will not answer cards
sent to me via the bureau. I must pay for all cards coming to me via
the QSL bureau. Send direct only. Please notify your DX clubs and your
national society and tell your members to QSL to RW6HS direct only with
SASE or SAE with postage. IRC must be stamped in the lower LEFT hand
box by your post office to be any good for return postage. Russia
post offices will not accept IRCs that already bare a stamp on them.
They cannot be cashed in for postage in Russia. I shall help you with
reception answer-back QSL from Russia and CIS. You much more reduce
the post expenses. That your envelope was received by me 100 %. As far
as possible send your envelope - registered mail. Send direct ONLY to
RW6HS no bureau cards please."
